The government also supports AI development through public-private partnerships and open testing platforms, encouraging companies to adopt ethical practices even in the absence of strict mandates. Lessons for the United States
While Europe, South Korea, and Singapore forge ahead with policy, the United States remains caught in a debate over whether to act at all. Some legislators have proposed a moratorium on new state-level AI regulations, potentially freezing governance for an entire decade. This proposal risks leaving the U.S. without a coherent strategy during a period of explosive technological change.
American companies are already beginning to feel the pressure. In order to serve users in Europe and Asia, they must comply with regional standards—even if those standards do not yet exist domestically. This leads to a costly and confusing dual track, where firms must retrofit compliance for international markets while still navigating uncertainty at home.
Furthermore, by allowing others to define the rules, the United States loses its ability to shape the global conversation on AI ethics and safety. The longer it waits, the more likely it is that American companies will be governed by foreign laws, rather than contributing to the creation of shared international norms.

The era of AI exceptionalism is over. Voice AI is not constrained by borders, and neither are the regulations that govern it. As international frameworks take hold, U.S. developers will need to build systems that align with global expectations.
